Background
The Mobile Technology for Community Health program (MOTECH) is a partnership between the Grameen Foundation Technology Center and Ghana Health Service (GHS). It aims to increase the quality and quantity of antenatal, neonatal and infant care through mobile phone applications. MOTECH’s Mobile Midwife application sends pregnant women weekly voice or SMS messages that provide time-specific information about their pregnancy. Messages contain guidance about how to stay healthy during pregnancy, practical advice such as how to prepare for delivery, information which addresses local myths, and fun facts like fetal development milestones.Voice messages are in local languages and content is tailored to the specific challenges and beliefs of each region. MOTECH’s Nurses’ application enables healthcare workers to track care delivered to women and newborns. Each facility is equipped with low-end phones on which the MOTECH application is installed. Nurses enter data about clients’ clinic visits into the application and send this to MOTECH. The MOTECH system checks patients’ records against Ghana Health Service protocols for scheduled care. If the system identifies that a patient has missed an appointment, Mobile Midwife sends the client a message reminding them to go to the clinic. Meanwhile, nurses are alerted when their clients default for care so that they can follow up. MOTECH uses the submitted data to automate many of the nurses’ monthly reports, saving time and increasing accuracy. This program has been piloted in Kassena Nankana West District in Upper East Region, and replicated in Awutu Senya District in Central Region. With two new donor grants, MOTECH will be expanding to four new districts in the next two years.

Job Summary: The Evaluation Analyst has two main functions. Firstly to be responsible for liaising between the external research organization, Grameen Foundation and GHS, in order to ensure that an evaluation of high quality is conducted. This will involve working with the MOTECH field team and GHS to ensure that the MOTECH implementation in the evaluation district is carried out to an extremely high standard. It will involve working with the research organization to define a suitable research methodology and assist its execution in the district. The role will involve frequent field monitoring visits.
Secondly, the Evaluation Manager is responsible for improving MOTECH’s monitoring of its own operations. This will include improving upon the internal call centre monitoring processes, exploring ways to better use MOTECH’s operational data, designing and conducing an evaluation of our implementation work to determine our progress towards achieving our goals and working closely with the Technical Program Manager on the MOTECH dashboard.
Reporting and relationships: The Evaluation Analyst reports to the Implementation Manager and the Country Director. The Evaluation Analyst will work closely with the Field Coordinator from the Evaluation site.
Availability: The Evaluation Analyst will be expected to work a standard work week of 40 hours. Frequent travel to the evaluation district will be required.
Essential Job Functions
· Work with the research organization to fully understand and support the intended research plan.
· Take responsibility for briefing MOTECH team members and GHS stakeholders on the research design, and defining and modifications that this requires for the MOTECH implementation.
· Manage and implement technical and operational modifications required to MOTECH for the effective execution of the impact research.
· Identify challenges in the proposed impact research plan and work with internal and external teams to find solutions.
· Collaborate closely with the field team and GHS in the evaluation district to ensure that the MOTECH implementation there is of the best standard.
· Attend quarterly evaluation meetings with GHS stakeholders and take note of decisions made at those meetings, ensure that any required actions are taken.
· Work with the field team and research organization on the execution of the research plan.
· Lead work on MOTECH’s operational monitoring processes, including refining data collection and analysis methods, ensuring that monitoring activities are carried out, storing and analyzing the data, defining and communicating actions based on performance data, and setting targets and incentivization structures.
· Perform field research and monitoring as required, including defining participants, executing and documenting the research and associated learnings and recommending product changes required as a result of the research findings.
· Be responsible for documenting all learnings related to monitoring and evaluation.
· Other duties, as requested.
Required Knowledge, Skills, and Abilities
· Deep commitment to eradication of poverty and alignment with Grameen Foundation’s mission.
· Proficiency with the complete Miscrosoft package, including Word, Excel, Microsoft Outlook, etc.
· Substantial experience in monitoring and evaluation.
· Experience using quantitative data collection and analysis methods. Excellent and proven ability to aggregate, analyze, interpret, and communicate statistical findings.
· Experience using qualitative research methodologies. Excellent and proven ability to devise qualitative data collection instruments, conduct qualitative research, analyze and interpret results.
· Deep understanding of a broad range of research methods.
· Experience working with GHS and / or experience working on development projects in rural communities.
· Understanding of basic pregnancy/women’s health issues, such as types of information available to pregnant women and community resources used by pregnant women.
· Personable, approachable demeanor and patience.
· Ability to effectively communicate priorities, delivery expectations, risks and concerns to multiple stakeholders.
· Fluency in English required.
· Excellent presentation and training kills, whether to business executives or rural communities.
· Strong attention to accuracy and detail.
· Ability and dedication to see a task through to completion.
· Evidence of problem-solving skills and initiative
· Ability to document tasks and write reports concisely.

Education and Experience
· Experience managing research projects is required.
· Experience working on development projects or working with GHS is required.
· 5 years’ or more work experience in a directly relevant role is essential.
· A relevant higher education qualification is required.
· A specific qualification in monitoring and evaluation is desirable.
· Demonstrable evidence of the ability to produce well written reports.
Physical and Environmental Conditions
This position does not require unusual demands for physical effort. This position may occasionally require physical effort to lift and transport boxes weighing no more than 50 pounds. Work environment involves everyday risks or discomforts that require normal safety precautions typical of places such as offices, meeting or training rooms, residences, or commercial vehicles; e.g., use of safe work place practices with office equipment, and/or avoidance of trips and falls, and observance of fire regulations and traffic signals.
