Technical Program Manager

Broadband Africa Initiative
Full time temporary(8-12 months)

The Grameen Foundation, working with strategic partners, is embarking upon an ambitious initiative to bring broadband telecommunications infrastructure and digitally enabled social services to rural Africa. We will be working in up to 10 African countries to demonstrate the viability of the business and operational models of wireless broadband for the delivery of social services (e.g., health, education) to rural communities and for the provision of connectivity to SMEs. We are looking for an experienced Program Manager to lead this initiative through the initial stages and establish the foundation for success. The Program Manager will work closely with Grameen Foundation Technology Center staff throughout the engagement to shape and direct the evolving initiative.

Reporting and relationships:
This position is based in Seattle, Washington and reports to the Director, ICT Innovations.

Availability:
The Technical Program Manager will be expected to work a typical work week of 37.5 hours plus additional hours as necessary to get the job done. The position will require significant international travel. The candidate should plan to spend at least 50% of the time traveling abroad, primarily to Africa.

Essential Job Functions:
• Develop and implement business plan
• Develop and implement strategy
• Engage partners and develop contracts with partner organizations
• Develop and manage the budget
• Structure the overall framework for the initiative
• Conduct program planning and scheduling
• Manage all aspects of the initiative
• Actively manage a broader pool of project resources
• Provide technical subject matter expertise
• Manage the development of technical specifications (e.g., network infrastructure, interfaces and end-user devices)
• Define and manage intensive in-country research in up to 10 African Countries as well as broad sector wide research on broadband and the delivery of digitally enabled services in developing world contexts
• Conduct research analyses

Required Knowledge, Skills, and Abilities:
• Experience working with/in the telecommunications sector (strong preference for broadband experience)
• Excellent analytical, communication and interpersonal skills
• Innovative and creative problem solver and strategic thinker
• Entrepreneurial spirit – with the ability to think strategically and act tactically
• Comfort with unstructured problems and ability to manage complexities under pressure
• Experience working with multilateral organizations desired
• Passionate about the work of Grameen Foundation and the importance of technology in poverty alleviation

Education and Experience
• Bachelor’s degree required. An advanced degree may be substituted for work experience.
• 10+ years experience managing complex, multi-stakeholder, technical, international projects


Physical and Environmental Conditions:
This position does not require unusual demands for physical effort. This position may occasionally require physical effort to life and transport boxes weighing no more than 50 pounds.

Work environment involves everyday risks or discomforts that require normal safety precautions typical of places such as offices, meeting or training rooms, residences, or commercial vehicles; e.g., use of safe work place practices with office equipment, and/or avoidance of trips and falls, and observance of fire regulations and traffic signals.
