NWTF is an NGO founded in 1984 to help women in low-income communities achieve self-sufficiency and realize their economic potential. They replicated the Grameen Bank credit methodology, adapting it to local conditions, in a program called “Dungganon” (which means honorable). With their headquarters based in Negros Occidental in Central Philippines, Dungganon operates in five other provinces in the region. In 2005, NWTF started operating a microfinance thrift bank, the Dungganon Bank, which provides loans, regular savings, and time deposit services to clients that continue to operate their Grameen-style group lending, as well as individual clients that require larger loan amounts. As a regulated financial institution, Dungganon Bank is able to mobilize savings from the public and has easier access to capital from commercial banks.
Outreach:
With a staff of 659, the Dungganon microfinance NGO operates 38 branches targeted almost exclusively to poor women in five of the poorest provinces in the Central Philippines,. The microfinance programs of NWTF are some of the most poverty-focused in the country. They have embraced GF’s Progress out of Poverty Index (PPI) which shows that 60 percent of all of their clients were either poor or very poor when they first joined the program.
Grameen Foundation support:
NWTF has been a Grameen Foundation partner since January 2005. Grameen Foundation has provided a total of $31,100 for capacity building, and a guarantee of $250,000 which leveraged $1.2 million in local currency from Oiko Credit. NWTF utilized the proceeds of the latter transaction to finance its expansion. GF also provided technical assistance in treasury management, training in business planning using Microfin, and financial support for training in human resource development, leadership, and managerial reporting. GF conducted an MIS assessment and evaluation and assisted with final implementation of automation of the Dungganon Bank (completed) and Dungganon NGO (on-going). GF also provided training and technical assistance to NWTF to implement the Progress out of Poverty Index as well as Village Phone Direct, a program which helps to bring much needed telecommunications access to rural areas of the Philippines.
