Tulay Sa Pag-unlad, Inc., stands for “Bridge to Progress.” Established in 1981, it is one of the oldest microfinance programs in the Philippines with a mission to “provide individuals and communities the opportunities to experience fullness of life through small and microenterprise development.” Started as a program providing small business loans to individuals, TSPI has adopted the group lending model of Grameen Bank on which its flagship program is based, while continuing to provide individual lending to small entrepreneurs. Their headquarters are in Makati City but they operate in at least 12 provinces in Luzon as well as in Metro Manila. TSPI provides loans, savings, microinsurance, and nonfinancial services such as leadership and skills training to low-income families.

Outreach:

The staff of 924 runs TSPI’s operations in 67 branches that provide microfinance and nonfinancial services to mostly low-income women in the northern region of Luzon. It uses a targeting methodology to identify the poor based on a housing index, household assets and per capita income. Its business plan calls for expanding its reach to 385,000 low-income clients by 2010.

Grameen Foundation support:

TSPI has been a Grameen Foundation partner since March 2005. In late 2005, Grameen Foundation provided TSPI a Standby Letter of Credit (SBLC) of $333,000 that enabled it to access a line of credit of PhP 50 million ($1 million) from the Development Bank of the Philippines. Grameen Foundation has also provided TSPI technical assistance in treasury management, in-house training of senior staff on business planning with the use of Microfin, training on the use of Grameen Foundation’s Progress out of Poverty Index, and financial support for leadership training of its CEO at Harvard University, and business planning training for senior staff in Washington, D.C.

Awards:

In both 2000 and 2001, TSPI received the Overall Performance Award for the Opportunity International Network, surpassing 38 MFI partners worldwide.
